Medium Term Programme 1998-2001

Scope statement

The Section of School Libraries and Resource Centres concerns itself with the improvement and development of school libraries and resource centres worldwide, especially advocacy for their qualified and adequate staffing. It provides and international forum for exchanging ideas, experiences, research results and advocacy.

Action Plan, 1999-2001

  1. To promote and advocate the role of the school library and resource center

    1.1 Inform about the scope of the section

    • translate the new pamphlet in more languages and distribute it widely
    • prepare for the celebration of the 25th anniversary of the section

    1.2 Promote the implementation and dissemination of the UNESCO School library manifesto

    • disseminate the relevant advice and ideas produced during the Bangkok conference workshop

    1.3 Further promote the dissemination and distribution for the book entitled "Resourcebook for School libraries and Resource centers"

    • identify appropriate associations and journals and ask for publication of announcements
    • ask SC members to participate in promotion in their country

    1.4 Revise the guidelines for School libraries and Resource centers

    • have a workshop in Israel to present the guidelines and have them discussed with an international audience before publication
    • publish and disseminate the guidelines

    1.5 Cover basic issues, such as promotion of reading, teaching information skills, resourcing the curriculum, responding to diverse learning styles, etc.

    • organize open sessions around these themes

    1.6 Cover specific issues, such as multicultural education, access for people with special needs, etc.

    • identify areas and experts who can be asked to deliver papers and/or write articles.

    1.7 To promote collaboration and partnership between all types of libraries

    • identify areas and experts who can be asked to deliver papers and/or write articles.

  2. To delineate the role of the school librarian

    2.1 Ensure that all information distributed from the section covers staffing issues and explains the role of the school librarian:

    • in pamphlets, newsletter and section website

  3. To assist school librarians in their professional development.

    3.1 Consider the revision of "Resourcebook for School libraries and Resource centers" with new information about organizations, journals, listservs, guidelines etc.

    • promote its dissemination and distribution

    3.2 Cooperate with other national and international organizations to develop joint projects when possible

    3.3 Promote continuing education for school librarians

    • identify topics on which training is needed and plan workshops accordingly
    • disseminate all useful information about courses and training available, including distance education

    3.4 Promote initial education for school librarians

    • work with schools of librarianship and schools of education whenever and wherever possible

  4. To promote and disseminate research in the field of school librarianship

    4.1 Ensure that research results are made available

    4.2 Publish and disseminate the professional report of the project" Principles and school librarians in an information literate school community"
